In view of the related issues regarding the replacement and supplement of combat and missing equipment for the Aviation and Special Forces Command, the Army Command explained as follows:
1. The preparation and replenishment plan for combat equipment of the Army is furnished based on such troop attributes as combat, combat support, and service support, with an annually prepared budget, and the tasks are commissioned to the Armament Bureau for equipment production and replacement in sequence. Based on the timetable, the allocation and distribution of equipment is scheduled to be completed by 2024. As of 2021, about 70% of the equipment has been replaced based on the schedule, while warehouse storage capacity has been established to facilitate replenishment operations.
2. For the practice of new educational recall of reserve tried for the first time this year, the Army will base such on regular and subsequent requirements, as well as integrate combat missions, in order to collect relevant parameters. Furthermore, reserves on recall will be deemed combat troops and individual equipment will be distributed to them for checking and verification. After dismissed from recall, the equipment will be surrendered and then included into the subsequent preparations and replenishments of arms build-up in order to meet the combat needs of reserve forces.
3. The Army has clearly stated that privately purchased equipment does not meet military specifications, and any such purchases are not allowed. In response to the shortage of equipment for missions, the Aviation and Special Forces Command has coordinated a regional supply depot to provide serviceable products to unit personnel. For under-allocated equipment, application has been completed, and they will be distributed for personal use once allocated.
4. The training of Army troops is conducted based on training orders from the Ministry of National Defense (MND) and Army outlines of the training plan. Such training is furnished in adherence to the requirements of the practical mindset for combat, cadres practicing command, and servicemen working out for combat skills, while organizational capability and professional instructors are utilized so that such processes as individual expertise, composition, comprehensive training, and others are integrated for training in sequence. As a result, training intensity can be strengthened step by step to enhance overall combat power.
