The Ministry of National Defense issues a press release to clarify that "there will be a complete flip-over reform of the reserve system"

In response to network media reports that "there will be a complete flip-over reform of the reserve system," the Ministry of National Defense (MND) states today (11) that the content of these reports is not factual, and clarifies as follows:

  1. The MND headed for Legislative Yuan on October 22, 2020 and reported on the implementation of the "Enhancement of Reserve Forces" scheme for the Armed Forces, and has continued to promote the scheme in accordance with the planned schedule. With regard to the draft enactment of related work on the "Defense Reserve Mobilization Agency", the draft furnished was submitted to Executive Yuan for review on February 22, 20201, which will then be forwarded to Legislative Yuan, ROC for consideration.
  2. According to the "Enhancement of Reserve Forces" plan, there won’t be any additions or abolitions of related reserve forces. For subsequent acceptance schedules of equipment, the reserve troops will work in conjunction with standing troops of the Army, and equipment will be transferred to the former each year.
  3. To comply with the principle of fairness and to increase the selection and fill-up rate for reserve forces, the enrollment of educational training for officers and non-commissioned officers will be extended to 12 years if personnel haven’t yet been called for training at least four times in the past eight years after discharge from duties. In addition, the educational training plan will be “implemented every year, on a 14-day schedule" on a trial basis from 2022, following which the new educational training system will be fully implemented to strengthen overall combat capabilities of reserve troops as they jointly maintain national security.
  4. Command hereby clarifies the situation to avoid inaccurate media reports causing confusion of the general population on reserve mobilization.
